Who permits a manufactured home in Arizona?
The state permits and inspects the installation; your city or county handles zoning and site permits. Here's how the two fit together.

Two layers of approval
Placing a new manufactured home in Arizona usually involves two separate approvals. The Arizona Department of Housing's Office of Manufactured Housing handles the installation of the home itself, while your city or county handles zoning, the site and anything outside the scope of the state installation permit. Both have their own fees.
What the state covers
The Office of Manufactured Housing is HUD's designated State Administrative Agency for manufactured housing in Arizona. It issues installation permits and inspects new installations of manufactured homes, enforcing installation standards based on building codes and foundation plans. Once the permit is issued, inspections are required before the installation is approved.
Licensed installers, not owners
Arizona licenses the businesses that sell and install manufactured homes. Installers are hired by a licensed dealer to install the home and accessory structures included in the sales contract. Pinal County's submittal requirements, which follow the Department of Housing's rules, state plainly that licensed contractors are required and owners are not allowed to do any of the installation work.
What the county or city covers
Local governments still decide whether a home can go on the parcel and what else is needed. Yavapai County, for example, requires a county permit for manufactured and factory-built homes in unincorporated areas before installation, with review by planning, environmental services, flood control, public works and other agencies as needed. Septic systems, detached structures and some site work typically need their own permits.
What this means for your project
Ask any dealer who pulls each permit, which items are included in the installation permit and which need separate local permits. We review zoning and placement requirements for your parcel before you commit, then coordinate the home's installation with licensed installers.
