Placing a manufactured home in Eloy and Pinal County

What the City of Eloy and Pinal County ask for when you place a new manufactured home, from site plans to septic clearance.

Land & Homes Arizona home

City or county?

Eloy sits in Pinal County, and which office permits your home depends on whether the parcel is inside city limits. The City of Eloy's Community Development Department handles parcels in the city; Pinal County's Building Safety Division handles unincorporated land.

Inside Eloy

Eloy allows manufactured homes through a manufactured-home overlay zoning district combined with single-family residential zoning. Homes must meet current HUD code standards and Arizona Department of Housing regulations, and no manufactured home built before July 15, 1976 is allowed in the city.

What Eloy asks for

The city's checklist asks for the home's serial number, size and year, a residential permit application, property-owner authorization, a site plan, a floor plan, two sets of construction documents, plans for accessory items like patio covers or carports, Pinal County septic clearance if applicable, and Eloy Fire District approval.

In unincorporated Pinal County

Pinal County follows the Department of Housing's requirements: licensed contractors must do the installation, and owners can't do any of the installation work. Plans must carry an Arizona-registered engineer's stamp and ADOH approval, along with a utility site plan showing water, sewer or septic, electric and storm-water flow. Septic systems, detached structures, propane tanks and some decks need separate permits.

Inspections

Pinal County's manufactured-home permit includes three site visits; additional inspections needed for compliance are charged separately.
